You do a proper tuneup or you don't do it at all.

You replace EVERYTHING that needs to be replaced for maintanence. Cap and rotor are more important than plug wires.

If they are old replace them, you CANNOT visually see if they are working properly. If there is any white corrosion replace it PERIOD.

Do things RIGHT, Do things ONCE! Or don't even do them at all.

As I said earlier, if you are going for economy and efficiency, replacing the plugs and wires but not doing the rest is just plain 100% dumb.
