I did a little research and I was right about the resistance. The 1295 is an amber bulb and it is rated to draw 3.0 amps. The 1156 is rated to draw 2.1 amps and therefore a higher resistance than the 1295.

Because the 1156 doesn't draw as much power as the 1295, it won't heat up the bimetal strip in the flasher as much to break the circuit.

I tried to buy one to check the current draw but the one parts place I was able to get to didn't have one and couldn't get one either as they had tried for another customer.

Are the 1295's available thru a special order from you parts store??

Not sure what to suggest for you to do now unless there are other things going on in the circuit too....
