Um, NO. I said 98 (though I'm still not sure whether that number is RON, MON or an average of the two). And that's only a potential need if you're using the stock ECU, it's very simple to get 11:1 running in the US on 91 octane pump gas. There are several production cars which have done it, and at least one I can think of off the top of my head which is using 11.5:1 on pump gas.
Ps- I've seen a test motor running 12.3:1 compression on 87 octane, and yes that's without ridiculous amounts of ignition retard. The engine was simply designed for it, made 85 lb/ft of torque per liter and had a BSFC of 0.35:1 at the horsepower peak.
