1. You may want to carry your bolt question to a local trailer supplier if there is one in your area. Did your 2002 have the holes already in the frame for the bolts? If so, you're lucky ... I had to drill 1/2" holes in my frame... good way to break a wrist. Be sure to use hi-strength bolts.
2. Keep in mind that Windstars come with positive voltage being fed constantly to exterior lights. The switching is done on the negative side. (Don't know if all earlier Winnies came this way... but yours is). In Ford's trailer tow package, there is a trailer tow module that reverses this switching scheme around for the trailer. Included in this tow package is a drawing that shows all the connections. If you can get the module (and drawing/sketch) from the 2001, you will be well ahead.
If not, start off by trying to get tow-package hook-up sketch from dealer. I had the drawing for my '99 .. but have misplaced it.. perhaps someone else can post the drawing number so you will have a head start.
