Keep in mind that the exterior lamps get 12 volts positive "at all times"... the switching is done on the ground (negative) side. For the headlamps the negative switching is done by the FEM (Front Electronic Module). There's a good chance you have a ground fault, probably in the lamp holder or the wiring between the lamp holder and the FEM.
The 12 volts positive for both hi/lo filaments of the RH lamp come from fuse #15 of the battery fuse box ...thru the YE/RD conductor. The "hi" filament is connected thru the YE/WH conductor to terminal #10 of the FEM. The "lo" filament is connected thru the LG/WH conductor to terminal #7 of the FEM.
