OK since you're not in the states, do you have "Clorox Clean-Up" or "Fantastik"? These are good household cleaners available over here, that aren't to harsh, but get the job done. If not you should be OK if you try mixing your own bleach/water solution. You could try 25% bleach and 75% warm water, this way it will not be to harsh on your tires.
