yes, it measures how much air your sucking in, they are pointless unless you have a turbocharged car, cause they help you determine whether you have boost leaks or not, but people just go ahead and buy a boost gauge cause 95% of boost gauges have the vacuum side since it deals with air pressure (sucking in and then pressurizing the piping as the turbos spool up)
