I was dumb-founded, I looked back to see what I didn't do. There is a wired that clips on to the ignition assembly. It has a metal tab on the bottom of it, so if it not getting any contact with what ever it supposed to be contacting it wont let the car get out of park.

If you take off the steering column cover you see it. Well on the 1993 bird it is on the bottom. It a black wire (almost look like a ground wire)

Hey maybe that is it!! That is a ground to the circuit so when you press on the brake pedal, it completes it path and disengage the shifter lock.

do you pull a trailer ? check your fuses under the dash... check all fuses with a test light.. i pull a seadoo with my 95-t-bird and i broke a taillight on my trailer it sent a short to my fuse box blew all my fuses that had to do with all the lights its a safety thing to keep your wiring from burning up when you get a short of somekind. i had the same problem .. replace bad fuses if keeps doin it put it on a dianostic scanner...
