The window issue sounds like either a failing switch or most likely a dying motor(especially since rolling it up causes it to fail). The motor will overheat and stop after a few secconds and then won't work for a few minutes untill it cool off. If it is the motor don't but one from a dealer, they cost more, and have a short waranty. Buy one from autozone, they cost less and have a lifetime warranty. Usually a fuse is all or nothing, not partially working. It's easy to replace and costs about $50-$60, here's a guide on replacing the motor: http://shbox.com/page/windowmotor.html

While you have the door cover off for the window you might want to check and lubricate the locking mechanism and inspect if for damage, not sure exactly what lubricant would work best tho.

Autozone lists a starter for $119.99 with a $60.00 core charge if you plan on doing it yourself. If you have one installed i don't know what a shop would charge for the starter/labor.

Is your car manual or auto? The ilde for a manual is about 950, I think it's lower than that for an auto but not sure how much lower.
