If this was with the ignition off, then your battery is at least partially discharged. Should be 12.7 to 12.9V at 70 degrees. Toyota says to charge the battery if it is outside this range.

You are getting a significant drop in voltage with the ignition on also. This may also point to a very discharged battery.
