You must either not have an ITR or you really can't drive. My friend has a 94 hatch with a B18C5 with i/h/e and he ran a 12.98 in the quarter. My other friend ran a 14.01 with a stock B18C1 with stock everything in a hatch and even stock steelie wheels. I run a low 14's all day with an LS/Vtec in a 93 4-door with a couple tiny mods and steelies aswell. There is something wrong with your setup or your driving. All of our cars are completely stripped though. And don't expect to have your car as a daily driver if you are puting in Skunk2 stage 3 cams. Those are for race cars. Stage 2 is as wild as you want to get for the street, and even with that you really should upgrade the whole valvetrain. You will also need some major tuning if you plan on running all that. CTR pistons in a B18 is going to hate pump gas.

P.S. Like above, Messing with the ignition is only going to harm your performance. Stay with the stock ignition and wires, they always seem to work the best for me and all my friends.
