Unhappy HELP!!! 99 Dodge Ram 2500 Transmission

I bought a 99 dodge ram 2500 5.9 V8 6 monthes ago has 110000 miles, I am having some transmission problems. Between first and second gear the RPM's go to over 3200 before it shifts, and going up steep hills also between first and second the transmission downshifts quickly propelling the RPM's over 3500. I bought the truck to a dealer and they told me i needed a Governer PSI sensor, CLutch Fan and Solenoid, I have heard that the clutch fan controls the temp of the trany fluid, but have also read in other posts that some valve in the coolant lines could be affecting this. I have also gotten the suggestion to change the transmission fluid first. Any suggestions, and anyone have simmilar problems?????
