The cooling fans are triggered by a thermofan switch.
It is located on the upper driver side of radiator.
It has two temperature set points, 92C and 102C.
Disconnect the three prong plug and jumper the middle and one end with ignition ON.
Fans should run in slow speed. (keep fingers off the fan blades!)
Jumper both ends and fans run in high speed.
To test the fan motors, turn on A/C with ignition ON and they should run.
If they don't, fan motors are seized or burned out or shorted.
