How do you figure out that the problem is the fuel pump?

Anyway, more than likely your fuel pump is inside the fuel tank.

Have water hose ready and fire extinguisher.
You need to disconnect the fuel filter. Put a gas can on the disconnected fuel hose coming from the gas tank. You can turn the ignition switch to ON (not start) and the fuel pump should pump any remaining fuel (slow). Turn the ignition to OFF when the gas can is full and repeat as necessary until all fuel is removed.

You can then loosen the clamp on the filler tube to the gas tank. Loosen the strap holding the gas tank and slowly lower down the gas tank. Disconnect the electrical wire. Move the gas tank away from the vehicle and move it to a clear space. Remove the top round cover on the gas tank and remove the fuel pump. I would remove the remain fuel and clean any debris inside the gas tank. Installation is the reverse.
