CB = circuit breaker. Its a round silver cylinder next to the fuses, has a hole in the middle, stick a tooth pick in it and see if it clicks. My post was in response to HondaOz though. For your problem it's most likely what TcmaBoy said, the turn signal relay. One thing to try though, because you never know who has touched the car, is pull the black center surround off and see if the hazard switch is even plugged up. If it is unplugged nothing will work like you described. I don't know what to tell you about the high idle, just the basics. Check to see if anything is pinching the throttle cable, check to see if anyone messed with the idle set screw in the back side of the throttle body (has a yellow drop of paint on the screw).
