Some GM vehicles in the 80's had mixed fuse boxes,most of the fuses were the blade type with a few tube ones. I'm not sure what you mean about fuses at odd angles, they should be straight across.
FYI Most underhood lights on Olds vehicles will come on when the hood us up with the headlight switch on. Many also have a built in mercury switch so be sure the light bracket is pushed up against the hood ( not bent down) or it won't work.
If the oil level is just below the dip stick, you still have a few quarts in the motor.
