Honestly, just about any turbo will produce enough boost to blow a stock motor. It truly doesn't matter which turbo you go with, it just needs to be controlled and produce a preset amount of boost that you want to use. The size of the turbo will determine how fast it spools and how much boost it's good for.

As for your budget, you can build one hell of a custom setup with $3k - that would probably cover EVERYTHING except driveline upgrades that would be required (clutch). If you're looking for a true bolt-on solution, Edelbrock makes a kit that has all the goodies, but will run you right around $3k unless you buy it used. Greddy also makes a decent kit and you can add their extras to make some decent power and be able to tune your setup like a pro.

It's all dependent on your experience level and what type of work you want to do to achieve a complete setup.
