Unless he's building a lawn mower, yes it needs a fuel pump, turbocharged or not. Unless you go back to the very first gasoline powered cars, there is going to be a fuel pump in the car... very few gravity feed carb'd cars in the world.
I'm pretty sure the vast majority of carb'd turbo applications are blow thru. I can tell you how to build a blow thru holley carb, or sell you mine. I'm going EFI, no longer need it. Its a holley double pumper, 750cfm, with a proform main body, nitrophyl floats, and it comes with a 1" spacer that is drilled for pressurizing throttle shafts. The baseplate is drilled as well.
