Two Things:
First there is a small resistor under the dash toward the left on the passangers side. This went out on my 99 still had a little flow but the blower was not working properly.
Second, remove the blower motor and make sure everything is ok with it mine went bad.

Note: resistor is only available from the dealer about $20.00
