Porting is resizing an opening to match it to the mating surface (increasing air velocity and volume...as Drift said.). Polishing is done to smooth the interior surfaces of the port to improve flow characteristics. Polishing also prevents hot spots.
Porting the intake manifold is the same as above. You are porting (or resizing) the manifold so that it matches the port on the throttle body and head.
Same with the throttle body...you can port it (or buy one with a larger diameter to match the intake manifold).
ONCE YOU MAKE CHANGES TO THE AMOUNT OF AIR THAT THE ENGINE IS TAKING IN...YOU MUST ALSO MAKE CHANGES DOWNSTREAM TO ACCOMODATE THE EXTRA AIR. (ie. adding a larger throttle body...you must also port the intake and in turn port the head to match...otherwise you will not get the most out of your modification.)
