The fuel pump has an electric priming circuit which starts the fuel pump as soon as the ignition switch comes on.
Once the lube oil pressure reaches 6 psig, the oil auxiliary contacts on the oil pressure sending unit pulls in the fuel pump relay for normal system operation.
The fuel pressure regulator controls the pressure by bypassing fuel back to the fuel tank if it is not needed to feed the injectors. under start-up, the injectors are calling for very little fuel and there is little vacume calling for the regulator to bypass thus the pressure increases (similar to blowing into a drinking straw with the end blocked)

thanks for the reply but it ended up being the inertia switch. not really a switch but i had to unplug and replug a wiring harness inside the trunk to reset the fuel system. works like a charm
