Does your A/C turn on and off in Cold weather?

Ok, first off, i did a search for all A/C related topics on here before posting....

I have a 93 civic si. I just bought an AC kit on Ebay and had it installed at a shop that regularly does A/C work. They re-oiled it and recharged it and all the stuff you would need to do on the A/C system. they also converted it to r-134 or whatever the newer stuff is...

My problem that i just noticed is i hear a little click from the evaporator behind the glove box. when the button is pressed it clicks and the AC seems to come on for about 10-15 seconds, then shuts off, then comes back on 15 seconds later. Now the guys who put it in said it was functioning normally, with 100 psi. It is winter and in Washinton State that means temperatures are like 40 degrees everyday. He said it is probably doing this to keep it from freezing, and that when it warms up the psi will jump and it wont shut off. Since ive never had A/C in a 5th gen civic before, i have no idea if this is normal. It does seem to keep my car defrosted though when it is running, even in recirculate mode, so it appears to be working. I just cant really tell because it is pretty cold out here, i dont know if it is really working that well.
