Check out Steve Yeun's build up of Revel''s FW23. His site also has a build up of a Studio 27 FW24. It might give you some direction as to how to do the wheels.

The thing about the wheels on the Williams is that every picture I have shows the wheels in various states of use. If it's before the race, the wheels are a very bright, almost white aluminum. By the end of the race their so covered in brake dust they're almost black.

I personally like Steve's method. Painting them in a buffing aluminum paint, then coat them in a light wash of smoke to give them a used look.
