I'm afraid there are no "crate" 428s. I wouldn't look for them in the future, either. The FE design is dead. The Lima (429/460) is so superior in most respects, all the Ford racers have gone to them, except those lucky few that have an ample supply of FE parts.
What is the purpose of the 428 you ask about? If a restoration, it would be worthwhile to search the auction houses and classified ads around, for the block and crank. Those are the hard parts to find. The heads are essentially the same as the 390GT heads, which are more common. The exhaust valve can be upgraded to CJ specs. The intake and exhaust are also the same as 390GT.
If it isn't for restoration, but for horsepower or "bragging rights", forget it. 428s are pigs. My GTO NEVER got beat by one, in a Mustang OR Torino. 427 is an entirely different matter. There are few similarities between 427 and 428. And 429? WooHoo! MUCH better engine family. You'll find there's a lot more than 1 cubic inch difference between all three of these engines.
