Does your car have an EGR valve? If it does take it off and clean it along with the passage leading into the manifold. Also, check your oxygen sensor it may be going bad but not giving you a code. Both of these will give you high hydrocarbon levels and excess CO which will cause the car to fail the test. I would also spend a couple of pounds and buy a new PCV valve and change it if you haven't already done so. Last, the IAC you put on was it new? If not then remove it again and clean it with spray carb cleaner. If it was new remove the throttle body and clean the body along with the passage leading from the IAC to the throttle body.
