To get to the screws that hold the strap you have to use a little knife to pry out the plastic covers. Just get an edge under the plastic an lift it should just pop out. Remove those 2 screws, & the screw under the chrome handle. Sounds like you got the one by the column. You also have to use a little pry bar to pop out the 12 black plastic push in groumets. You can use a screw driver to get those out but its easier with the pry bar. Hope this helps.
