If your wheels are clear coated and you have been using "metal polish" on them then that's why they are dull looking.

In other words you have scratched the clear coating with the abrasive metal polish. Now you need to use a paint polish, an abrasive one, perhaps with a drill and polishing bonnet, and begin to buff out your wheels one by one.

If they can be brought back then wax them and now all you need to do is use car wash and water plus a soft wheel brush or sponge to wipe them out. Wax every 4 to 5 weeks.
