This is a commom problem with these cars. I once owned an 87 Ninty Eight and one of the rear doors did develope the same trouble. The lock appeared to work fine and the buttons did move just as you mentioned but still the door didn't open. I took it to the auto shop and apparenty the lock motor was all rusted and gunked-up with dirt and grease. The mechanic did fix it so it could open but only locked/unlocked manually. The power lock was useless after that. I didn't bother get a new lock motor for it but I'm sure it's not much more work to get one put in at the same time.

I will warn you that in order to get the door open it had to be done from the inside which meant that the panel had to be pulled off. With the door already closed it resulted in some slight damage to the panel. It got bent from pulling on it and occasionally needed to be pushed back into place along the top edge where it tucks under the crome that runs along the edge of the window.

It's a very crappy problem, I hope you get it worked out.
