Fan Problem causing smoking?

Im not a huge car guy, but i have an 89 Civic and a while back i was having problems where after driving a longer distance my car would start steaming from under the hood, i found a leak in the hoses to the radiator, so i replaced them as well as my thermostat. This seemed to help, but then i noticed eventually that if i was in stop and go traffic, or in a fast food drivethrough line, or just sitting in my car idling for a while, my temp gaudge would rise to the max. Anywho i did some checking and it looks like my radiator fan isnt working. I also wanted to mention that when im running at high RPM's (just driving at like 90 MPH in 5th gear) that i burn oil, or when i rev it too much, it starts to smoke. Could these things be related? When i stop the car it seems to have somewhat of a burning smell. Could this all be related to a radiator fan? Thanks to anyone that might have some advice.
