I cant remeber where i read it, but it talked about how the guys there would just shoot into crowds, becasue it was too hard to pick out the gunmen from the civilians. At first tehy tried, but then others would pick up

It became too 'tough' to pick out the shooters and the ROE went from shoot armed guys who are pointing weapons at you, to shoot guys with guns (though some had just grabbed guns to defend shops from looters) to shoot anyone near a gunman, to shoot at the crowd to disperse them, to shoot anything that moves. There are several accounts of 'twich' reactions leading to the death of non-coms."
