Code 43; Cranks .. no Fire!! Help!

Ok, SOHC motor ... all vacuum hoses are fine and connections. I am getting "Code 43" = Cylinder Misfire or misc.
The car had surging/studdering problems a few months ago but a set of new plugs got rid of it, but over 2 months it slowly came back until finally it puckered out and died. It will not start. Cranks over .. I've tested every plug and I've gotten spark when grounded to the frame. I've replaced the plug wires with news ones ... the plugs smell like fuel and are wet. I have doe a compression test with decent compression in all cylinders. The plugs are maybe a little on the black/sooty side but not extremely so.
ANy ideas what else this could be? Maybe a weak ignition pack or something?? It was kind of a slow death .. not all at once. Thanks for any advice!!
