well it is definitely do to the wires. most likely it is the ground off of the dimmer bulb is fried. try following the ground wire off of the bulb about 6" back from the bulb, and splice into it. if the wire strands inside are black, then it's fried. if not, then check the positive on that light. try your brights first though. since they both run on the same ground (his and lows), then if the right bright is also dimmer then, it's the ground, but if it's equal to the left, then it's the positive on your right that is bad. let me know how it turns out.
