The converter is just under the passenger footwell area, different than the muffler. However, it normally won't affect starting or idling much if at all. If your machine is starting hard and idling it may well be the cpi unit or the internal feed lines leaking. Or even low fuel pressure from a failing pump. This is an expensive repair at a dealer any way you look at it. These Blazers are usually pretty dependable but it looks like you got a handful with yours.

I would have the cat convertor back pressure tested while it is warm.
Do not let them test it when the engine is not up to temperature or it won't constrict if that is the problem.
I think it is a combniation of all factors.
