Having vtec kick in sooner, without having cams designed for it, will result in bogging, or loss in power.
Yes, apexi does have a vtec controller (vafc); and you can also change your vtec activation point by having your ecu chipped (ex: uberdata). There are also other units out there, such as Hondata.
