Get a service manual for your car, it will outline ways to test that ISC. If you had a turbo car I could just tell you, but I'm not sure the chrysler motor uses the same ISC setup. If it tests bad, replace it. The reason I suspect the ISC is that its solely responsible for closed loop idle control (steady idle), and for bumping up air bypass when the AC is on to maintain idle. Its a good place to start. I'm sure the NT guys can give you other components to look into if the ISC tests good. Or the manual if it has a troublshooting section for idle control.
