If you just had the thing de-carboned or whatever, it may just be residue from that. If it really is the cat going to bits, there's nothing illegal about having the thing replaced, it's illegal to discontect it or remove it.

Unless your car is more than 20 years old like mine!

Hope that answers your question somewhat... i'd say have a reputable exhaust place check it out; see if they'd give you a free inspection/estimate.
