When you turn on your lights in any car, there is always a wire that receives power as well in the dash area of your car and lights up your dash. So what I suggest is you get a Chilton or Haynes manual with a wiring diagram and find the correct color wire to test for and make sure it's getting power when it's supposed to. If it is, then check the bulbs in the cluster.
If it isn't, then do a ghetto fix, and just splice in a wire from your parking lights so that when your parking lights light up, they send power to your dash cluster. Problem should be solved... assuming the bulbs in the cluster aren't burnt out.
Also, check the dimmer switch... the dimmer switch, if turned all the way down, will cancel power from being sent to the dash lights, so if the dimmer switch is broken, it may not be letting power get to the dash.
