19mm comes standard on the 1999-2000 Civic Si so you should be fine.

I just installed my Comptech sway bar/tie bar last week - it's nice

But if you want something that will make cornering better remember your car corners and brakes only as good as the tires you run on. Run on crappy tires and you get crappy cornering and braking.
