I just bought a '95 Windstar and I had basically the same problem... vehicle had no remotes but was registered with keyless entry. I went to a dealership and they gave me a photocopy of the programming procedures. Apparently the '95 Windstar has a programing input behind the glovebox (to the right). I checked with my auto repair manual and the wires checked out with the schematics. Anyway... the procedures say that you have to set your key to ACC then jump the two terminals in this input momentarily... the locks should cycle to tell you that the module is in programming mode...then press a button on your remote to set it. You can program up to four remotes at this time. Turn your ignition key back to off and the locks should cycle to let you know that it's no longer in programming mode.
Well...that was kinda drawn out...and I don't even know if it will work for you cuz it didn't work for me (nothing happened when I tried to jump the terminals) but that was the programming procedure that I was given for the '95.
