's normally the switches, the contacts for the "up" get dirty and won't make a good connect, resulting in only sporadic functioning. i would try bypassing them with some test leads to see if you can get the windows to reliably go up and down without the switch... if you can, you know the switches are bad. otherwise, it may still be a loose wire, etc... but doubtful.
