Good luck, it can take months to find the right 951. I don't know how many are for sale out in Kansas, but I never see them here. 951 is definitely the way to go for the best "bang for the buck" A couple thousand $ can easily get you over 300 H.P. I'm not a turbo owner and don't know all that much about the exact mods, but from what I've seen the route many people have gone is: chips, boost controller, exhaust, MAF. I have a friend who got an '87 for $5500, but they got pretty lucky, I'd be looking to spend about 6500-8000 on the car.
