ok boring the block is to make room for larger pistons.....stroking is putting in a new crank that will all a larger "stroke" to increase you displacement such as 2.3L to 2.6L, and port and polishing is when you take the head and match the intake and exhaust inlets and outlets and match the runners up with the head to get a more even air flow through them. anyone correct me if i am wrong on these.
The stroking of an H23 I don't believe is possibly. I have never seen a stroker kit for the H23 or even h22 for that matter. Stroker kits usually come with a new crank, pistons, and rods to be able to accomidate the new added power and stroke of the engine.
