Not 100% sure, but I think most if not all EFI vehicles have
rev limiters.
Speed limiters is another story...
Rev limiters prevent the engine from overrev on accelleration (as in, floor the throttle, don't shift, bounce off the rev limiter), to prevent engine damage. It won't prevent damage on a bad downshift (say, fifth to second at 120km/h - OUCH!). Rev limiters are often fuel cutoffs, which to me is kinda scary because the motor will go lean at high rpms, but I'm sure the manufacturers know what they are doing...
Speed limiters pervent the vehicle from going over a predetermined top speed. This is a safety issue. The manufacturer of the vehicle might not think the tires on the vehicle, or even the vehicle itself, is safe beyond that speed, or that a certain speed is just plain
enough.
What kind of truck is it? Rev limiters would be pretty easy to program into any EFI system, so I would think most if not all modern vehicles have them.
