Carnuba wax will act as a protectorant for the frame decals on the bike's frame, as will a clear acrylic gloss (Future/et al).

Once dry you can then blackwash the frame and overcoat with a clear satin lacquer/enamel.

For decals on clear parts (i.e. driver names on WRC cars) I once again use Future. Place the decal on the clear part and let it dry. Then overcoat the entire clear panel with Future and place in a CLEAN area to dry (I put it under a clear glass bowl so remove dust and make sure I don't touch the part with the bowl). Practice this on scrap first to get the process down...
