I wish it was as easy as the cutoff switch, I tried that first.

I was trying to avoid taking it to a mechanic because I will have to have it towed there. It will not start at all. I would change it myself but I am pretty sure I can't get the back jacked up high enough to drop the tank. So testing it or changing it by dropping the tank is almost impossible. I just wanted to rule out the things I COULD change but I think the regulator is okay. At least I can hear it.

You were able to answer the one question no one else could...where the fuel pump relay is. I guess it still could be that be more than likely it is the pump itself. The car has 140,000 on it so it probably is the pump. Dammit.
