I just bought a code reader from Pepboys for about $200 and I think the maker is actron.
From what I know, it all depends on what you want the reader to do. The cheaper ones just read the codes and that's it and the more you pay, the more features you get. The one I got reads the codes, allows you to see realtime engine data while the engine is running, read the "freeze frame data" which is a snapshot of data that is taken when certain codes are set.
I know there is a company, AutoTap I think, sells software and the required hardware for a PC laptop to connect to the cars computer for a round $300. For what I've read about it, it looks like you could have the same capabilties of a dealership when it comes to plugging into a cars computer.
