There is no need to worry about emissions if you're only gonna drive it as much as you stated. Let the DMV know that it will be a show and/or track/race car, and they'll register it under a special category in which you are smog exempt. Remember though, there is a certain number of miles you can't exceed when under this special registration, and they will do regular checkups on your mileage.
