this is just a shot in the dark, but you may want to check the mechanism that lets the brakes space out away from the drums (or pads) when the brake is let go of....when the brakes are wet, they tend to grab a little more (feels like they are sticky), and it may be that the space is too small, so when he hits the bakes, it just grabs and locks, and the ABS (if it has it) doesn't have any sapce to react without the brakes not working fast enough to slow down the truck...does that make sense? I don't know if I explained it well enough
