anything you do to your suspension for performance is going to make it stiffer no matter what you try. one thing i didnt see listed in your item list was struts, i would seriously consider getting new struts if you are going to be doing all this. and also depending on your drop you may need a camber kit. usually a drop below about 1.4-1.5ish will start to need one. as for the sawy bar and tie bar thing, they should both fit on with each other with no problem since they dont have the same mounting location unless they are extremly bulky but then i would be worring more about the sway bar ripping out the sub framing if it was to bulky. as for a decent sway bar for a civic i would have to say the stock civic si rear bar is the best way to go, anything thicker like a suspension techniques and you might run into problems. tie bars are tie bars when it comes to the underside ones just try to get one that doesnt have to many adjustability points in it cause those are areas of stress exertion and you dont want concentrated stress points, thats what your trying to get away from. as for the upper strut bars i woudl say neuspeed's that arent adjustable, they are a royal pain in the ass to fit in sometimes but provide more rigidity because they are not adjustable.
as for the difference between strut tower bars and sway bars.
strut tower bars are bracing to reinforce frame rigidity
sway bars are used to transfer energy produced on one side of the suspension during conering to the other side of the suspension to equal dispersion out as best as possible.
