The ISC lets air into the intake manifold for idle, because the TB is closed. If it wasn't there, the car wouldn't idle. The motor is what controls how much air goes through, just like your throttle cable controls the TB. If the motor is bad, too much or too little air goes into the engine, or in any combination/sequence of both, and causes a high/weird/wrong idle.
If you think your turbo seal is bad, connect the same pressure tester to the lower intercooler piping to eliminate the turbo altogether. If you STILL have a leak, it's most likely not the turbo. If there is no leak, it is the turbo (I doubt this will be the case). Good luck
